Engine/Transmission (1998.5 - 2002) Super Chip question

When I install the first level of the super chip the power comes on after 2000 rpm but feels gutless before that. For the second level it comes on at 1600rpm but at about 2100 it reves up and down by itself and has no power . This is my first mod so I am clueless. Thanks in advance.
