Aren't there a bunch of Torx screwheads on the inner pannel? Take those out and the whole inner side of the tailgate comes off, giving you access to all the linkage, latches, etc.
if you get inside the truck box and look into the area on the tailgate that latches to the truck you will see a little arm sticking out and you can push them and make the tailgate release. There is one on each side.
mine sticks shut every time I go offroading, I have to stick a thin prybar between the tailgate and the bed from the top, and pry the latch back to the tailgate. for some reason it pulls the latch out and bends it.
My tailgate did the same thing. Of course my tonneau cover caused a little grief in getting to those arms on the latches. (No officer it really is my truck. ) I will offer the obvious advice and recommend you put some 3-in-1 oil on the latches. This should solve your tailgate problem for a while. It did for me, so far.
