Yes, that is why you open it up.

You might be able to turn off the tailgate lock in the settings page on the dash.I know you can select what locks and unlocks with the key fob

My wife had an 04 Silverado SS pickup. I sure wish it had a locking tailgate. Ours got stolen at the County Fair and by the time we were through buying a new one, piece by piece and painting it we were out over $1K.
