Text of TSB 19-04-99 - Steering diagnosis

Does anyone have the text for TSB 19-04-99 on steering system diagnosis? I found -03, but that just applies to 4x4's. Anyone know if -04 applies to 2wd's or where to get the text of it? I tried Dave Fritz's page, but it wasn't up yet.

A dealer will have it. That's probably the easiest place to find it. They will usually print it out for you for free. If you are real nice, they will fax it to you.

Sadly, the dealer hasn't ever heard of this TSB. It was in the last Turbo Diesel Register and from the description in there, it sounds like it might be related to my problem. Also called the Shop Manual 1-800 sales line and they couldn't find it listed either. Wonder if its a new one and just not in the system yet???
