Can't remember exactly and it might be different state by state. Did it fairly recently on a '97 4runner we wanted to buy for desert trail runner. Owner was in Taiwan and her nephew was selling it for her, so I just wanted to make sure nothing fishy.

Try this: NICB's (national insurance crime bureau). VINCheck is a free lookup service provided to the public to assist in determining if a vehicle has been reported as stolen, but not recovered, or has been reported as a salvage vehicle by participating NICB member insurance companies. To perform a lookup, a vehicle identification number (VIN) is required.
 
Maybe it is different where you are, but in Ohio the owner can simply walk in to the BMV with a rea govt ID to file for a duplicate title. Its a quick easy process. Assuming it is similar where you live i would be curious why the owner doesnt do this.
 
JR, I do believe Arkansas has a similar process. UNless the title is open as in the seller never put it in his name and never licensed the vehicle. Then the only option is a surety bonded title. Which isn't necessarily a bad thing, just takes time and a few extra dollars.
