Engine/Transmission (1998.5 - 2002) Throttle Cable

I finally adjusted my throttle cable enough that it shifts to 2nd at WOT. But now it seems like it doesn't shift as firm and that the TC doesn't lock as tight. It almost feels like the TC is slipping when its locked. I am going to try and adjust the cable again. Which way should I be adjusting the cable? Should I give it more slack or make it tigher?
