throttle delay on startup

Have a 2004 and when start rpms are about 450 and in 4-6 seconds (seems like a long time) throttle goes to 800 and throttle is responsive. does not matter if I start with no or a little throttle. No error codes. twice in the past I have lost throttle while driving. restarting solved problem. Dealer was useless. Problem started several months ago.

I would suspect the APPS might be starting to fail (gracefully), but the fact that it is not posting any codes is curious.
