The service book lists 3 adjustments. One is the kickdown for which you need a special tool. I just bought the tool from Miller and its just a 1/4 " dowl cut to 5/8" with a handle on it. You place it at the bellcrank lever on the transmission and adjust the stop. The other measurement is at the gov by the injection pump. Do this adjustment with the throttle at rest. It shows in the shop manual to measure 5" from the cable ball to the outside flat of the cable mounting bracket. They tell you to hold the flat of the rod while loosening the lock nut or damage could result. The last is the idle speed which is at the rear of the injection pump. 10 mm box wrench with a socket for that. Your RPM should be about 1000 in park with nothing electrical running.
You should consult a service book on this subject. Hope I was of help.
The service manual is pretty adamant that the distance between the center of the lever ball and the rear face of the cable mounting bracket should be 5''. The rod adjustment shouldn't be used to correct the idle, only to get the required 5''.
