Engine/Transmission (1994 - 1998) Timing Advance

Can anyone tell a person where to or how to advance the timing on a 215 HP 12 valve engine. I've read through TSB 18-10-94 and understand how this works. Is this the best and only way to do this on the truck?

Oklahoma City, Not too close. I ordered the snap on kit this week so I guess I'll figure out how to get this done and then I'll be the Oklahoma expert I hope.
