The need for it is to get back (at least in part) the engine efficiency that was available before the EPA made new rules regarding emissions that required the timing to be retarded to meet the regs. It also lowers the exhaust gas temperature by burning more of the fuel in the cylinder instead of in the exhaust manifold after the exhaust valves are opened.
