I am looking for a power sequencer for 12-volt power. What I need it to do is when I turn on one switch, the sequencer turns on 4 relays a half a second apart from each other. I know there are some made by code 3 but they are ready costly. Thanks for all the help as always.

Grainger has adjustable time delay relays, problem is that 12 vDC relays of this type aren't common and tend to be pricey.
 
Just use an R/C time constant, have the switch feed the first relay, have each additional relay feeding the next 3 second relay with it’s control voltage. Also depending on the ohm’s of the relay, an L/C time constant may work with the relay as the inductor.
