To the first Post: 12 Valve cummins engines are only limited in rpm by Governor Springs. Search for that and you will find more than you could want to know.
In stock trim, Your engine could stop recieving full throttle at 2100 rpm (not all trucks are the same on this) After that point you can't really get faster easily(without a hill)
Also at some point the fuel plate will stop devilering enough fuel for you to get faster, even if the engine can turn that fast.
Now, My 96 in stock trim and 35 inch tires and levelers ran 115 on the level. It took 3 miles to get it from 55 but it did do it. I think that matches Vaughns claims pretty accurately. It started to defuel a long time before it just quit getting faster. The last time I tried it I ran out of road so I only hit 100 but I think my transmission isn't in tiptop shape for it now that i've got the plate pushed.
