A person selling toy boat that has only one post, the one selling the toys, is obviously a scammer of some sort. Why does this site not have a minimum number of posts before you can post classifieds, like most other sites do?

It's not in the "For Sale" section and it's not a real person, it's a spammer. Free forums get hit by these all the time. People set up computers to hunt for forums, sign in to them, and then make posts in random sections pimping something for sale. Most of them I've seen are not nearly as literate as that one. You'll just have to ignore them.
