tps problem 03 cummins

The problem is, the truck does fine until full trottle (or pedal is on the floor). Then it just surges for a sec, and goes back to an idle. I put on a new tps, checked voltage and ohms on wires, and had computer checked and reflashed. Still the same thing is happening. The check engine light stays on even if the codes are cleared. The codes are P02123 and P02127. any help would be appreciated.

The only thing with me now is for codes , no book to chase them down with me .
2127 = peddle pos validation sw 2 low
2173=throttle actuator ctrl hi airflow detected
