Engine/Transmission (1994 - 1998) Boost Pressrue Question

I've got an 01 Dodge Ram 3500 4x4 and the transmission doesn't shift to second until I let off the accelerator pedal. The previous owner drove the truck around without the TPS noise filter for the up and downshift problem. The transmission hadn't been serviced since I got it 5k miles ago, so I bring it to the transmission shop and they said the 2nd gear band just had to be adjusted. The shifting issue only came up suddenly, no symptoms and then all of a sudden it just started doing this. I didn't drive the truck but 3 miles becuase I didn't want to do any damage. The questions is: Does this mean the transmission is on its way out? The truck only has 98,000 miles and is completely stock. Will this fix be only a temporary fix?
 
Could the governor solenoid also prevent an upshift? I always thought symptoms of a bad solenoid was the truck not shifting back into first as you slow down... and therefore starting in 2nd gear all the time.

It did on mine. It would not up shift (1-2 shift) at WOT. Cleaned the solenoid, and everything worked correctly again.

Just got the truck back from the transmission shop. Turned out that the band had gotten out of adjustement and the lining got stripped away. They put another band into the transmission and the transmission shifts completely different and the truck overall has alot more power on takeoff.
