Engine/Transmission (1994 - 1998) transmission not downshifting when Hot and Stopped

When running on the highway with trailer or not the transmission will get hot (part of living in AZ). Problem is when I get off the highway and the transmission will not kick down to first (stuck in either 2 or 3). The TCC was replaced or fixed couple months ago when the same thing would happen but the TCC would not let go and stall the motor. transmission was rebuilt in July with a BD TC and VB installed. When running around town it runs fine.
 
Several things can cause this. The most common is the govenor pressure not being correct (should run about 0-2psi of vehicle speed).



Get a pressure gauge and check this.



Does it shift to 1 if you manually shift it?



It could also be a sticking valve in the valve body.



The only way to know for sure is to diagnose it. This will require a pressure gauge and a manual.

I was having transmission problems a few months ago. The first was no first gear when it got hot and the second was it would jump from 4th to 3rd then back up to 4th b/4 locking up. I took it to the shop where they found that the computer was acting up. They changed out the computer with a used one and the problems disappeared.
 
When stopped, I can manually pull it down to 1st and then back to D and all is well. This only occurs after long hot runs on the highway. Around town it runs solid and normal.
