Sometimes you can get a pair of vice grips on the stub and back the bolt out. With the bolt being broken off there is no tension so unless the threads are corroded or galled should not be in there as tight as if the bolt were intact and tightened.

Another option if you have to get it out is to weld a nut onto the stub protruding out from the block. Generally a tack is all it takes, if they are corroded I will give em a little extra as the heat transfers through the bolt and helps with the process. This would likely require removal of the radiator and shroud depending on the amount of room you have.
 
Like JR says is the was to go, if you are Not familiar with the procedure then I'd highly recommend to look for a professional doin it.

If the rest of the bolt that protrudes from the block is gone - then it is a real PITA to solve it.

Tell me about it! I just had to address the exhaust manifold on my wife's 08 Mercury. Two studs had popped - and were below the surface of the head. I was able to drill them out in the vehicle thanks to this tool

It's worth its weight in gold! No way I could have done the repair in the vehicle without it. Engine would have had to come out for sure due to the location.
