Truck making strange noise

My truck started making a strange noise about 2 weeks ago, and for the life of me, I can't figure out what it is.



The best I can describe it is it sounds like the engine fan is coming on, but only coming on a little bit ( don't know if it's possible for the fan clutch to partially engage ? ). You barely hear it at idle. Its the loudest at 1800 - 2000 RPM's and during deceleration when I downshift.



I've checked the fan clutch by spinning the fan by hand when the engine is hot, and it turns but with a some resistence. When you spin it by hand when the engine is cold it has more resistence and the resistence is not equal all the way around. Also the fan is not comming on full force when I think it should be. Like when I'm towing our 29' travel trailer up a fairly long and steep canyon, and the water temp gets up around 210*.



I've also checked power steering fluid level, taken off the intake hose and checked the turbo, it seems ok.



The truck seems a little low on power and water temp seems to run higher than normal. I'm leaning towards a fan clutch, but I don't know.



Sorry for the long write up, but this noise is really starting to bother me.

I've got a noise kind of like this except mine only does it when the truck hasn't been on very long. Anywhere from 0-10 minutes. Mine sounds kind of like a bearing.
