Truck surging, code p0088

Saturday morning went and started my truck, it was -5 outside but the truck fired as soon as I cranked it. However the MIL light came on and threw a p0088 code (high rail pressure). I drove it the rest of the weekend for a total of about 600 miles, and noticed that while going down some hills the truck felt like it was missing and sometimes while upshifting it wouldn't respond for a second or two them would take off. It never did it going up hill, and didn't do it going down all the hills, just ever once in a while. Other than that it ran great.



Any thoughts?
 
FCA is the (fuel control actruator) on the back of the injection pump, there is a connector. My dealer said $150. 00. .

when i blew my pressure relief valve it was surging. those are $350+

Id check the vale to see how bad its leaking, if its real bad then i'd start with a new one or cap it.
