Engine/Transmission (1998.5 - 2002) truck won't start after filter change. help!

2000 24V. OK I've searched through all the post and haven't seen a problem like mine. I did the standard filter change and bump the starter a couple times to get it primed. try to start, did not even fire once. tried cracking the injectors and there is good amount of fuel jetting out there. What else could it be, I've been cranking and trying now for 3 hours, not even any puffs of smoke out the tail pipe. Also the lift pump is putting out 12 psi.

WOW, I would think that would do it, check o-ring and filter install again is the only thing I can think of.

I've got code P1688. Do I need a new injector pump? do they usually go with no warning?
