Engine/Transmission (1998.5 - 2002) Truck wont start

My truck(99CTD)ran great until yesterday evening. Drove home from work and after sitting for around 1 hour tried to start and all it would do is turn over. My Dad had this happen with a 94-12 valve and it was the solenoid in the fuel line. Could this be my problem? Thanks,Scrap.

Your twenty-four valve Cummins/Ram has no solenoid in the fuel line.

What is the fuel pressure from the lift pump?
