When the truck manufacturer i. e DC puts out a TSB who is financially responsible for the repair ?

i just purchased a '99 CTD 5. 9L AT, and I JUST NOTICED that there is a noticeable delay going from second gear to third , when searching through the TSB data base i noted a TSB for this problem

A tsb is just symptoms and fixes for common problems that come up and has nothing to do with warranty. If you are under warranty it will be covered otherwise it's your dime.
