Engine/Transmission (1998.5 - 2002) Turbo charger ring shield?

There is a silver ring shield held back by a steel snap ring just inside the front of the turbo charger right where you connect your air cleaner hose. My friend is calling it a silencer ring. He pulled his out so he could hear the whine of the turbo. To me it looks like a vanturi type enhancement device. If anyone actually knows what it is and it's purpose please let me know. I would also like to know if you do pull it out will it hurt or help the performence of the turbo charger.
