Engine/Transmission (1998.5 - 2002) Turbo Question

Hello. I was wondering if someone out there could tell me how to get a hold of some one to clean turbo and put a bigger pin wheel (fins) on. I heard that someone does it for $400. 00 to $450. 00 please help. Thanks

PS - The company I talked with is either in Seattle (on the West Coast) or Colorado. I just can't seem to find it. i talked to guy and i ask does he buff the inside and then thay put a new biger compresser wheel on and he said no but a diff guy i talked to 4 m ago thay said thay do but cant remember how about pdr in canada
