Can someone tell me the difference between a WH1C and WH1E turbo?

No. When you buy the upgrade, you will recieve a housing to match the wheel. If you want a 58mm wheel, you'll recieve a matched housing be it H1 or WH1. The W is the gated turbo. Some have a port for the boost signal and some do not.

If you want the 60mm wheel, you will then recieve a housing. Again, be it WH1 or H1. Some of the wheels will be a direct fit. Others, will require machine work performed to the backing plate.

I am running a WH1C compressor wheel and housing that I mated to my stock "baby" H1C. I think the wheel is 56 mm, but it might be 58. I know the standard housing from a 92 I/C cummins would not fit.

The WH1C housing also has the MWE slot that eliminated my turbo flutter.

So yes this will be an upgrade for your non I/C turbo or "baby" H1C.
