I don't know how twin turbos are piped. If I would have to guess the exhaust goes to the small turbo first then to the big turbo so the little one gets air to feed the big one and the same for the filtered air to the little turbo then to the big turbo then to the intercooler.
See my column in TDR Issue #60. Selecting the proper sizes of turbochargers and piping is more involved than it appears. John Todd of BD Power understands and his systems work very well.
On my Aurora 4000 compound setup,( and probably most systems), exhaust goes to the small one, then to the large one, then out the pipe. Inlet air, on the other hand, goes to the large one first, then to the small one and on to the intercooler.
AS MChrist has pointed out - most twins are setup the same way.
Exhaust side - On my twin setup, the secondary TOP turbo (62/65/12) is attached to the turbo flange on the exhaust manifold. It has what's known as a 'hot pipe' that is cast that connects the secondarys exhaust to the primary BOTTOM turbo (S475) then the primary exhaust outlet is connected to the exhaust pipe.
Intake air side - The primary BOTTOM turbo has the intake air coming into it from the air filer, it is then coupled/piped to the secondary TOP turbo, and from the secondary the piping goes to the hot side of the intercooler.
