2nd Gen Non-Engine/Transmission Type of material on Aluminum Rims

What is the material made of that is the protective layer on the stock rims? I ham trying to get the small swirl and scratches out



I tried metal polish (blue magic), paint cleaner, scratch X, Paint sealant, polishes... . What works??? is this able to be polished out?

Any ideas as to the material it is made out of? Plastic? what?

They seem to have a plastic coating on them. Mine got overspray on them from Rhino Liner. They used denatured alcohol to remove the overspray. I was worried it would damage the finish but it didn't seem to harm them at all. Don't know what you can do if there are swirl marks on them. How did they get there???
