I have a 99 with an Automatic transmission. The truck seems to rev and sit at 2000 RPM's for a while before upshifting. Aside from letting off on the gas a bit to help upshift, is there any way to have the transmission shift sooner?

i have a 01 auto the other day getting on the freeway and rpm went to 3000 and truck wasnt moving let off and slowly pushed the peddle and it cought whats up with this only have 13000 miles on the truck.
 
This is one of the many reasons a lot of us have upgraded the transmission. The loose fluid coupling is what is giving you the feeling that it is hanging in a gear,with the stock TC it wouldnt matter if it shifted,the fluid coupling would just slip like crazy,wasting your power. To put the power to the ground with an auto,it needs to come out,and a quality tc,vb,and upgrades to match your Hp need to be installed. One drive in my DTT truck would be all you needed to get you on the right path. Therer are several vendors who make good stuff,everyone knows my favorite.
 
I had a 01 with auto and it did exactly the same thing yours is doing. When the 0% interest thing came out I traded for a 02 six speed. The trans hanging up in 3rd @ 2000rpm and not shifting to 4th for maybe a half mile or so used to drive me nuts. I just don't care to wind a cold engine tight to force a shift to 4th. A few months after I got my new 02 I was talking to the guy who bought my 01. He was a salesman at the same dealership. I told him that the reason I traded the 01 was the fact I liked the six speed better than autos and I told him about the shifting thing that trans did. Funny he said. He said that him and one of the mechanics were riding someplace one day in the 01 and when the mechanic felt how the thing shifted he said the trans was junk and ordered a new one for it. The new trans fixed the problem. I should go on to say that the trans shifted okay when hot, it really sucked when it was cold though. (less than 140 degs. )
 
Gene, I thought it kinda funny that the salesman was able to get some immediate remedy. Had it been you or I, We would have been told that "IT is NORMAL... nothing wrong. "
