Attention: TDR Forum Junkies 
Well to catch you up yo speed. The blown gasket I had mentioned earlier in this post did fix the strange whining noise. My parts came in from FIXINRAMS with the proper instructions it is quite simple to fix. Now no more vacuum pump oil leak.
