Vacuum activated throttle??

A neighbor is mounting a TMR feed mixer on a GMC Topkick cab-chassis, and wants to have a toggle switch high idle/throttle control. All the spray rigs I've run had air throttle switches, so I'm familiar with that, but this truck has vacuum/hydraulic brakes, so no air. Will a vacuum activated cylinder have enough pull to throttle up the engine? It's a 3208 Cat, if that makes any difference.

The hydraulics on the boom truck I drove had the throttle control on the PTO engagement knob, a cable attachment to the throttle for engine speed. Screw in, slow, screw out, fast. I never had a problem with it so I didn't look at the hookup. Now the brakes on the F-800 were another story, but I digress.
