Engine/Transmission (1994 - 1998) TST #10 Plate?

I live in northwest NC and my father-in-law is looking for a used dodge. He found a '98 12-valve dually extended cab with 132,000 miles. It has a flat bed and a 5 speed. It also has an exhaust brake but the current owner says that it is not working b/c of a vaccuum problem. He wants 15,500 for the truck. Is it worth this? Thanks for any comments.
 
I forgot to say that it's a 4x4 too. He has a 96 psd now and is really not happy with it. He's finally decided to buy a real truck after all the trouble he's had.
 
From your discription the prospective truck sounds like mine (see signature). I have 167K on the clock and would think that $15. 5 is a fair price. You can go to an online kelly blue book and get a high and low price for that vehicle.

A smart move on your part would be to run the vin number by the Carfax people. It's work the $15 (I think that's what I paid) to find out the trucks history. Major accidents owners etc.
