I'am installing my BD twin turbos and looking into the exhaust ports I see a black tar like slime coming down the stem. I planned on changing out the valve springs for the exhaust brake I'am also installing. I want to know if seals will fix this or do I need a valve job.

It depends on if the valve guides are worn or not. If the guides are good the seals will fix it. If the guides are too worn the new seals will probably help but not be a good long term fix.

Performance increase from cam swap? Not so much, but I did make multiple changes (#10 plate, from 8 or 12 I forget which I had before, timing to 15. 25*, 3000gsk) at the same time so it's hart to tell.

Seat of the pants data would suggest the the above changes helped EGT's, MPG's, and higher RPM power. Below 1600rpm's it feels weaker now.

My PDR cam was installed without any other mods. EGTs definitely went down and I gained an honest 2 mpg when traveling empty. I calculated it paid for itself in 57,000 miles. With the current price of fuel I'm sure that number is now under 50k. If there was any gain in hp/tq I couldn't feel it.
