Quite a few people have been having problems with logging into the forums and it seemed to have gotten worse recently. This is something that myself and many other webmasters have been talking to vBulletin about for months. With the post today I looked at the support site to see if anything new had been found on the problem and lo and behold vBulletin released version 2. 2. 7 (we were on 2. 2. 6) on August 27th (the day I was in the hospital having surgery on my shoulder by coincidence). According to them this should fix the majority of login problems and at least for some webmasters it seems to have.
I installed the new version this afternoon. It took me a few hours because I had to transfer all of the hacks that I had installed on version 2. 2. 6 over to 2. 2. 7 and during the upgrade the forums were down from approximately 4:50-4:55 pm eastern - sorry for any inconvenience. Please let me know if you run into any bugs or problems.
If you have a login problem please try to manually remove your cookies and relogin before you post a problem. You may have corrupted cookies that are causing the problem. Here are the instructions on how to do that:

Here are the instructions for Internet Explorer 5 on Windows:
Close all Internet Explorer windows.
Click the "Start" button.
Move upto "Find" and click "Files or Folders" from the menu that appears.
In the new window that appears, in the "containing text" field, type in the domain name of the board without the "http://" or "www." part. For example, if the board's address was "http://www.vbulletin.com/forum/index.php", I would type in "vbulletin.com" (without the quotes)
In the "look in" box, type in "C:\Windows\Cookies\" (without the quotes) and press "Find Now"
After it has finished searching, highlight all files (click a file, then press CRTL+A) and delete them (press the "delete" key or SHIFT+DEL)
Your cookies should now be removed. You may want to restart the computer and revisit the board to be sure.
The files you will want to delete are any with turbodieselregister.com tdr1.com or 216. 235. 147. 117 on them.
