Scott,
Have you read through
DSE ?
CJ has been using that blend all winter in two different 3rd gen rigs, successfully as far as we can tell thus far. He is pulling injectors and inspecting 'as we speak'... He's run that mix with whatever #2 has been in the tank - all the way up to 100% of the blend.
Essentially, the blend is WVO, 10% (of the WVO) kerosene, 5% RUG (regular unleaded), DSE (about 1. 5oz/10gal - Xylene & White Gas/Naptha), and Power Service (7oz/10gal).
For example, this weekend I mixed up 20 gals (1/2 tank) of WVO, 2 gals kero, 1 gal RUG, 4 oz (cheated a little) DSE, 16 oz PS. I put plumbed a 55gal poly barrel ($5) to feed an old pool pump I had ($0), which feeds a 5 micron whole house water filter ($17 + $2. 44/cartridge) I picked up at the local plumbing store, and out a garden hose ($5, fittings to recycle an old hose). I let it run in circles (back into the tank) to mix & fine filter, then put the hose into the truck to fuel up.
Truck runs great and smells good to... :-laf
You didn't mention how much of the #2/30%WVO you'd be adding a gallon of RUG to... but I wouldn't exceed 10% RUG to VO. From what I've seen, you *can* go up to about 30%, but testing I've read seems to show that the RUG at 20% and up really changes the burn characteristics - it's harder to get things lit.
Why would you purchase new VO? Wouldn't that cost you more than $3/gallon?
If you have decent used oil, buy a filter bag rated at 5 microns (they're less than $5), mix with the above blend to thin the fuel, and it filters/burns nicely.
My thoughts.

I have been using the search and reading a lot of here. I'm not ready to try and make my own bio yet. From my understanding I can run 30% vegetable oil (it would be new from the store) with one gallon of gas. Add this mix to No 2 diesel and everything should work as normal. Am I correct on assuming this. Just looking to save a few bucks until I can try and make my own.
Thanks Scott
