Very common to shim alternator pulley?

I posted this in the conversion section but thought it might be more appropriate here:



I have a custom made alternator bracket. The alt. pulley is at least 1/4" out of alignment from the other pulleys. This has caused repeated failures of parts including several belts and a sheared idler pulley bolt. I've been told by the fabricator that it is a "very common" practice to shim the pulley of the alternator out to accomodate for this on these engines (03'/04' motors). I've also been told that it's common to get alternators with the same part numbers from the manufacturer that are shimmed differently? I know you can shim a pulley a little or even get a different pulley but not that this was "very common" or that either would make up for this large of a gap. To give the fabricator the benefit of the doubt I wanted to know if anyone out there was familiar with this "very common" practice.

The over running pulley TSB 09-001-06 lists shims to properly align the new pulley, but they are not very thick. As I recall about . 030 each with a max of two required.
 
Thank you for replying. The TSB 09-001-06 is for a different engine/symptom. TSB 09-004-06 is for the right engine but the symptom only occurs upon shut down. The spacers described for these TSB's would not bring the pulley out nearly enough in my case.
