Engine/Transmission (1994 - 1998) Very Loud Turbo

My buddy just put on a 3" walker straight through muffler on his 97, and now the turbo whine/ whistle is VERY loud. Did not notice any performance diff. He is wondering if this is normal? Nothing else was done. Is the turbo going bad? Any help is appreciated. (no other mods on the truck)

Yes it is normal. I straight piped my truck the 2nd week I had it, and the 2nd thing I noticed (1st being BIG RIG sound! ) was that you can hear the turbo spool up and down and just at idle with a straight piped exhaust. So I imagine a straight through muffler would have the same effect.
