If the rubber ring that separates the inner and outer parts of the damper starts to bulge out or fall apart it's time for a new one. A bad oil leak is one way to wreck the rubber part. Revving part the intended rpm limit will eventually cause problems also. Shadrach
 
For some reason the industrial engines in the school bus application leak there. I have had to replace many a crank seal and balancer. The rubber oozes out. It normally is a very small buldge looking alot like a 1/8" bead of black silicone.



They also have a timing mark. One on the inner and one on the outter ring. They must be pretty much in perfect alignment.
 
I know of more than one Perkins T6. 354 owners who have broken their crankshaft because of a bad harmonic balancer.



But no Cummins owners.
