VP44 Diagnostic tool?

Anybody have a clue what this thing is, or how it works? Whats it worth? I emailed the seller with some questions, it looks rather interesting.

I don't believe he is a TDR member. He does have alot of automotive items for auction. He also has alot of positive comments for his auctions. but as you know with EBAY, Bidder Beware...

If you are looking for a tester has anyone thought about or see the Blue Chip VP44 Pump Tester?

The thing only costs about $50 or so. I do not know how it works or if it is any good but I figured I would just throw it out there as an idea.
