Engine/Transmission (1998.5 - 2002) Waste gate question

I have a 02 ctd with ez and boost elbow. Could only make about 24psi. So i pinched off the hose between elbow and waste gate made 30 psi is this ok or is it not good for truck. Did not feel much more power from 30 to 24 psi. And if it is ok can i just cap off the turbo with a ntp fitting and stick a bolt in waste gate side? . Will this throw a over boost code. thanks Andy

The EZ has a boost fooler built in it so you will not get any codes
