On my 97 ram I was thinking about plugging my wastegate off..... is this a good idea and if so can somebody please give me the steps and maybe some pictures on how to do this... I have heard rumors that if you do this you will blow your turbo up.....

With my wastegate plugged and a 3KGSK, 18° Timing and a 6 plate full forward I can make 35 lbs of boost max, which is the efficiency limit for the HX on the 12 valve anyway.

On my 95 the line for the wastegate is run off the AFC, which is easily plugged with a bolt in the rubber part of the line, or just do what I did and take the line off completely going to the wastegate.
I think on your 96 it may be different.

As long as you dont push past 35~ish pounds your turbo should last a good while.

was kinda in a rush before while posting that, but to expand on it a little the stock hx40's dont play well above 40 they like to snap shafts especially if you like to bark the turbo.

Something like a PDR HX 40 will do better as they have improvements made to them vs. the stock ones.

I had a PDR40. I still wouldn't go over 40psi with it. My 'gate was set at 38, but with it only having a single wastegate, I could still hit 45psi, before I bumped the timing.

All I got at 45psi was hot air and higher EGTs. Still couldn't clean it the smoke towing at all, even cruising. The HTT turbo was a great move.
