There is a drain on the bottom of the filter. Sometimes you have to pump the manual primer on the fuel pump to get it to flow.

If it's a cannister filter (like the one on my 98) it'll flow out w/o pumping unless it's clogged with something. Look for a lever on the front of the cannister. If memory serves me, towards the fender is opened.

If you had water in that thing, change your filter and check the pre-strainer. Water gets trapped there and will stay there.
