What are the causes of delayed shifting

99 3500 47re transmission. I’ve been a little lazy about getting this thing serviced fluid level is up but I have not changed oil or filter in the 4 years I’ve owned the truck . I normally service transmission’s on an annual maintenance schedule.
 
First I always check for the rpm sensor in the OD unit, if that fails it shifts generally at higher rpms. It is dirt cheap and I replace it just for peace of mind.

At the same time check that the return spring for the TV lever is still there, sometimes it isn't and then the lever doesn't return with the throttle.

Thanks. once I get the new injection pump in I’ll check those things . Where is the rpm sensor

Drivers side bottom of the OD unit. Can't miss it, 2 wire sensor.
You can take it out without draining the Trans fluid, only a couple drops of it come out.
