Emarsh, it's the small elbow tapped where the air line attaches that goes to the black, round deal that actuates the wastegate arm. An adjustable elbow will allow you to increase the pressure required to activate the wastegate thus increasing your boost pressure. Just make sure before you do this that you have something to block or limit the MAP sensor from setting an overboost condition in the computer.
 
Be sure to use the EZ box with the boost elbow on the ETH, it runs hot enough stock. The elbow will help to keep the egt's down and you will probably see lower egt's with the EZ and the elbow installed, compared to stock. I did anyway.

I have one of those adjustable boost elbow. Does tightening the allen screw (more air restriction) provide higher boost pressure BEFORE the wastegate opens? Just wondering. .

Charles, good question. I have an adjustable one, but have never fiddled with it, so I don't know the answer, but am very interested in what the answer is. I wonder how much difference it would make on my turbo anyway. It is wastegated at 43 #'s and I can get that high at the drag strip.

I tightend mine all the down, per a freinds advice, before I had 36#'s boost, after I got 45#'s, and the EGT's didn't climb as fast. Also I belive the wastegate is inop. at this point. FWIW
