Engine/Transmission (1998.5 - 2002) What is the scale of the filter minder?

Mine reads 0 to 100% and does not help me much.

Generally on air filter minders,18" of vaccum is where it starts to get to yellow or red 80-90 % plugged. At 20" of vaccuum an air filter is at full capacity and performance and power suffers greatly. These are general guidelines. But hold true to most engine manufacturers.
