Is this just a test mule or is there a valid application for such a short wheelbase and long rear overhang? For shipping reasons? Where they move the axle further back at the upfitter?

I believe it said Hino on the door. It was parked out back of a vibration testing facility.

Can’t figure the rig out mounted on front.
I’ve seen short cab to axle dimensions for specialty rigs such as mobile home movers and wreckers.
May even be for the addition of a tag axle.
I’ve also seen extra frame ordered with the intent of it being cut off at the upfitters to be used for other purposes on a different truck for example. We keep extra frame rail at our place. If you add it to a new truck it’s way cheaper, more accurate and freight free!!!
 
Ordering a long frame so you can cut some off for another truck is pretty slick and I never would have thought of that, thanks sharing that Mike!

Best pictures I can get through the fence. It appears the front frame rails stick way out and have that stout attachment connector of some sort. Why does the forum software insist on rotating the pic?

I now see an trailer air brake kit wrapped around the rear crossmember so specced out to tow..
Also see front frame extension which is usually for an engine driven front pto / hydraulic pump. The mysterious front attachment reminds of snow plow headgear, way too small for Maine but big enough
for the small snowstorm areas..
 
Also, the truck may have been shortened to replicate a vibration issue that plagues a certain cab to axle scenario. I can’t see the frame well enough to determine if there is a blank set of bolts holes where the spring hangers might have been.
Hino would have grabbed a standard truck they had sitting around and modified it maybe???
