It looks like a safety blowoff valve for a compressor but the plug that goes in the bottom isn't part of it and it should have a spring. I'd say it's a piece of junk someone was fiddleing with.
 
illflem makes a good point, but I think it's really nothing and whoever made it is laughing himself silly, thinking about all the people who'll try to figure it out.

It's the tool to grease the muffler bearing. Some one was looking for it here about two months ago. :D :D :D :D :D :D :D

This one is tough to figure out. Put your thinking caps on guy's, the secret is the dime. Not there by accident. You only think it is a reference as to size.
