I purchased a new 03' 5. 9 liter. Apparently has no TPS, making it an drive by wire . It was built in July of that year. Does anyone know at what point Cummins made the switch from TPS to drive by wire?

As far as I know, having a throttle position sensor and drive by wire mean the same thing. Your 2003 has a TPS actuated by a throttle cable. It's located either on the left front side of the engine (under a plastic cover) or under the left battery depending on the build date.

With the 2003. 5 Model Year, manual transmission trucks went to a PPS (Pedal Position Sensor) in which the sensor is directly mounted on the pedal (no cable) rather than a TPS (Throttle Position Sensor) that used a cable between the pedal and the sensor. Automatic transmission equipped vehicles first migrated the TPS off the engine, as Dan mentioned. This is because the transmission still required the kick down cable. The automatic trucks then went to a PPS as well when the transmission was udated so that it did not require a mechancial kick down cable any longer. I don't remember the exact Model Year this change was made, I beleive it was in the 2004-2004. 5 time frame.

The 5. 9 ISB has been drive-by-wire since the 98. 5 model year when the TPS was replaced with an APPS.

The 05's and up now control everything from the APPS on the firewall. Before that the APPS had the TV cable connected to it and kinda floated around the engine compartment. :)
