we have the 62/13/65 ss on the wifes 01 tow rig we pull my 98 in my sig with the gooseneck total weight of goose neck and 98 is a bit over 13k we are very pleased with it except the golden nugget thing the wifes upgrades are a fass 150/95 tst powermax 3 stock injectors and a htpm and the httss and 4"mbrp cool duals i know you are running this on a 92 12v what upgrades have you done to it like what was posted earlyer you might be too big or too small for the turbo and forrest i have also heard of the actuator /wastgate problem from member summit on here so i would rule that out just yet
 
if the actuator isn't allowing the wastegate pucks to completely close, it can definately cause a soggy turbo. I don't think this is your problem, but



I do recall hearing something about the wastgate on some turbos were not functioning properly
