Engine/Transmission (1994 - 1998) When to do timing

Just ordered #10 & 3k springs, should i wait until i install these before setting the timing to 15 deg . Does it matter?

Anyone know where to get timing done around Richmond Va, Cummins Atlantic and several diesel shops don't want anything to do with it.

I've always wanted to mess with the timing on my 97, but I think I'll leave well enough alone. It starts when I bump the starter, little or no cold start white smoke, runs like a scalded dog, gets low 20's on a trip. 200,000 miles & counting!
