How did you measure the voltage? Most inverters output a modified sine wave. Most VOM's don't read them accurately.
 
Dennis is right on.

Lighting a bulb might not be all bad, or even a bad idea. If your inverter is rated for a given output power, i. e. 1000 Watts, try load testing it something just under the rated level. Hair dryers, toasters, lamps or combinations of the above can provide good indications of operational capability.

WestTN is correct if you try measuring an inverter with a standard voltmeter it will show between 80 to 100VAC because of the modified sine wave.

You must use a True RMS reading meter when measuring inverters.
